VICTORIA — A navy commander testified he intended to recommend that a sailor involved in damaging military property at National Defence headquarters be given either a warning, or counselling and probation, a court martial in Victoria heard Thursday.
Cmdr. Alexander Inch, the base administration officer at Canadian Forces Base Esquimalt in Victoria, said while he would be making that recommendation, the final decision on what will happen to Petty Officer 2nd Class Silvya Reid would be made by headquarters in Ottawa.
Reid and her spouse, Petty Officer 2nd Class Janet Sinclair, were originally charged with sabotage last year in a July 2007 incident with a classified defence headquarters computer system. The sabotage charge, a rarity for the Canadian Forces legal system, was dropped in October 2008.
On Wednesday, the two sailors pleaded guilty to willfully damaging military property — a database icon at the National Defence Command Centre in Ottawa.
The court has already heard testimony that the actions of two sailors put national security at risk for two weeks, since they limited access to missile-launch and space data.
Under questioning from prosecutor Maj. Jason Samson, Inch acknowledged he had only read the summary of a military police report into the incident.
After being asked to read e-mail transcripts between the two sailors where they chatted about “crashing” the military computer, he agreed that Reid’s actions demonstrated a lack of judgment and discipline, and was not the type of behaviour expected from a member of the navy.
